Cooperation and Competition: The Case of Innovation in the Telecommunications Sector

This paper proposes a novel framework for analyzing collaborative innovation that captures both competition and cooperation among firms, and examines the impact of private appropriation through IP rights licensing on firms’ incentives to innovate and on the overall outcome. I show that when developing technology together firms compete and cooperate, and that the intensity of each force depends on their technological similarity and business model. To study the net effect of these forces in equilibrium, I focus on the standardization of mobile telecommunications technologies and use a novel dataset on the development of 3G and 4G standards to estimate my model. I show that enforcing royalty-free clauses reduces the participation and contributions of firms, delaying the completion of the initial release of 4G by almost one year beyond the almost 3 years it took to develop.

Digitalización e IA: avances y desafíos sectoriales en América Latina y el Caribe

Este compendio analiza el impacto y las oportunidades que la digitalización y la inteligencia artificial (IA) ofrecen para el desarrollo inclusivo y sostenible en América Latina y el Caribe (ALC). A través de un enfoque sectorial, se examinan los avances, desafíos y recomendaciones en sectores estratégicos como salud, educación, justicia criminal, agricultura, servicios financieros y comercio internacional, así como las competencias digitales de los funcionarios públicos. El documento destaca que, aunque la región enfrenta barreras estructurales como brechas en infraestructura digital, desigualdades en habilidades digitales y limitaciones regulatorias, la adopción de tecnologías digitales y de IA tiene el potencial de mejorar la productividad, ampliar el acceso a servicios esenciales, optimizar la gestión pública y fortalecer la competitividad regional. Se subraya la importancia de políticas públicas integrales que promuevan la gobernanza de datos, la interoperabilidad, la capacitación en habilidades digitales y marcos regulatorios adecuados para maximizar los beneficios y mitigar riesgos como la exclusión digital, los sesgos algorítmicos y la seguridad de la información. Asimismo, este trabajo constituye una herramienta clave para tomadores de decisión, instituciones públicas y actores privados interesados en impulsar la transformación digital en ALC, con el objetivo de cerrar brechas históricas y fomentar un desarrollo más equitativo y resiliente.

The Role of Geography and Gender in Telecommunications Standards Participation

Do meeting locations shape who influences telecom standards? Using quasi-random variation generated by 3GPP rules that rotate venues across cities, we study attendance at 2,241 working group meetings (1999–2018). In a gravity-style linear probability model, geographic distance and national borders sharply reduce individual participation, even after controlling for role, seniority, and inventive activity. Crucially, the distance penalty is substantially larger for women and cannot be explained by differences in experience or technical expertise. By contrast, participation by core firms and senior technical leaders is comparatively insensitive to travel frictions. These results show that, despite cheaper communication and abundant air connections, spatial barriers still govern access to standard-setting and can tilt representation in a key arena of innovation policy.

“Conectividade, inclusão e transformação digital para um maior progresso” é um relatório da ImpactoCAF que tem como objetivo analisar o impacto das ações do CAF - Banco de Desenvolvimento da América Latina e do Caribe para impulsionar a conectividade, a inclusão e a transformação digital da região. Num mundo cada vez mais digitalizado, a América Latina e o Caribe ainda apresentam limitações significativas no que diz respeito ao acesso, acessibilidade, uso e qualidade do serviço de internet, especialmente em áreas rurais ou famílias de baixa renda. Para responder a este desafio, a CAF apoiou intervenções para colmatar as lacunas digitais a nível regional, enquadradas em três pilares: conectividade e infraestruturas, inclusão digital e digitalização de empresas e Estados. Estas ações poderão aumentar a produtividade empresarial, melhorar o acesso a bens e serviços públicos e aumentar o emprego e os rendimentos das pessoas.

“Connectivity, inclusion, and digital transformation for greater progress” is a report by ImpactoCAF that aims to analyze the impact of the actions taken by CAF - Development Bank of Latin America and the Caribbean to promote connectivity, inclusion, and digital transformation in the region. In an increasingly digitalized world, Latin America and the Caribbean still face significant limitations in terms of access, affordability, use, and quality of internet service, especially in rural areas and among low-income families. To respond to this challenge, CAF has supported interventions to close the digital divide at the regional level, which are framed within three pillars: connectivity and infrastructure, digital inclusion, and the digitization of businesses and governments. These actions could increase business productivity, improve access to public goods and services, and increase employment and income for individuals.
