20 YEARS CAF CONFERENCE 1997-2016

Over these two decades, the Annual CAF Conference has been one of the settings for the unfolding of this story. Presidents, ministers, former heads of state, senior officials of international organizations, business leaders, prominent political analysts, journalists, and academics have recounted their experiences, exchanged points of view, and shared the lessons learned during this journey. Conceived to foster ideas for sustainable development with social inclusion in the region, deepen its integration, and promote its relations with the rest of the world, these gatherings have provided a forum for open and pluralistic debate for 20 years. Year after year, the conference has been expanded, refined and it has consolidated its position in the international sphere. New discussion topics have been introduced at the gathering, which has grown in terms of the number of participants and the extent of its influence. The Annual CAF Conference is recognized today as the most important forum for debate on our region in Washington, a platform for reflection that has brought global visibility to Latin America, its people, and their ideas.

40 Initiatives for Sustainable Development

CAF has been a key instrument in the development of our region. The 40 initiatives for sustainable development presented in the following pages show some of the achievements made possible through the efforts and contributions of many individuals and institutions, and particularly through the support of CAF’s shareholder countries. With this publication we want to share our vision of Latin America’s potential and invite you to contribute to this history-in-the-making, until Latin America can assume its rightful place on the world stage. In 2010, CAF commemorates its fortieth anniversary with eighteen countries and fourteen regional private banks as its shareholders. CAF continues committed to its mission of achieving sustainable development and regional integration in Latin America.

In the midst of a challenging panorama, CAF - development bank of Latin America and the Caribbean - continues to consolidate itself as the green bank and the bank for sustainable and inclusive growth in the region, improving the quality of life of its people. It does so through high-impact environmental solutions, a determined push for regional integration and work in coordination with national and subnational governments. It also supports private sector action in development and the consolidation of strategic alliances. CAF is today a dynamic, reliable, highly reputed and constantly expanding institution; an agile and timely partner. A platform that amplifies the voice of the region in the most important discussion stages worldwide. In 2023, it continued with the transformation process that has allowed it to go from being a subregional cooperative focused on the countries of the Andean community, to becoming a multilateral financial organization with regional scope with global projection.

Working papers in socioeconomic research

Banking Services Supply and Micro Firm Performance: Evidence from Colombia

This paper uses a dataset of a survey of Colombian micro firms from 2003 to 2007 in combination with data from publicly available sources about banking services supply at the municipality level, to assess the impact of the availability of banking services on micro firms performance. We find a positive and statistically significant correlation between banking services supply targeted to micro firms and firm size measured by sales, firm labor productivity and firm capital to labor ratios, and a nil correlation with employment, suggesting improved access to credit has resulted in micro firms’ transit to more capitalintensive technologies. This result is robust to alternative empirical specifications. Also, policies to extend microcredit access to the smaller informal micro firms appear to have been successful in promoting their growth. Finally, microcredit availability at the local level does not appear to have a positive impact on formalization. On the contrary, more flexible requirements to access financing, seem to be a counter incentive for formalization.

Análisis de inversiones en el sector transporte terrestre interurbano latinoamericano a 2040

Una mayor inversión en infraestructura es fundamental para las perspectivas de mediano y largo plazo del crecimiento económico en América Latina (AL). Diversos estudios detallan la importancia de la inversión en infraestructura económica para la productividad, la competitividad internacional y las mejoras derivadas del bienestar económico, y la literatura empírica apoya la conclusión de que la inversión en infraestructura tiene un efecto positivo y estructural sobre el crecimiento. CAF, desde su fundación, viene contribuyendo al desarrollo sostenible de las economías de América Latina a través de diversos proyectos y programas que promueven el desarrollo de infraestructura, la transformación productiva y la mejora de la calidad de vida de la población. La presente publicación tiene como objetivo aportar esta visión integral con relación a las infraestructuras de transporte carretero y ferroviario, y establecer los criterios para seleccionar aquellos proyectos que pueden aportar un mayor valor añadido. El estudio también ha realizado un análisis de las grandes tendencias del sector del transporte, sus efectos sociales y ambientales, los impactos de las innovaciones tecnológicas esperadas y los efectos que se pueden prever a medio y largo plazo para América Latina.

Asociación Público-Privada en América Latina. Afrontando el reto de conectar y mejorar las ciudades

El importante desarrollo que el modelo de Asociación Público Privada (APP) está teniendo en los últimos años en diferentes países de América Latina ha venido acompañado de la necesidad de generar conocimiento en esta materia a fin de que los gobiernos, tanto nacionales como subnacionales, que quieran hacer uso de este modelo se puedan beneficiar de la experiencia previa de otros países. Este nuevo libro es el tercero de una serie de publicaciones que CAF ha promovido con la finalidad de generar conocimiento en la región en materia de APP, en su contenido abordará tres retos clave en materia de APP en la región: nuevas infraestructuras que están adoptando este modelo en el ámbito de las telecomunicaciones y el agua; la necesidad de transformación de la gobernanza institucional; y, la aplicación del modelo de APP en ciudades.

Asociación Público Privada en América Latina. Aprendiendo de la experiencia

En las últimas décadas, muchos países latinoamericanos han puesto en marcha modelos de asociación público-privada para la construcción, conservación y operación de infraestructuras públicas. El objetivo del presente libro es realizar un análisis al proceso de estructuración y gestión de APPs de proyectos de infraestructura, que permitiera generar conclusiones y recomendaciones de interés para las instituciones de América Latina que participan en la ejecución de inversiones bajo este mecanismo de financiación. A partir de criterios como la cobertura geográfica, el tipo de proyecto y su singularidad, se seleccionaron los cinco casos de estudio: un intercambiador de transporte público urbano en Madrid, dos concesiones de autopistas en Costa Rica, un aeropuerto en Colombia, un centro administrativo municipal en México y un programa de prisiones en Chile.

Asociación Público-Privada en América Latina. Guía para Gobiernos Regionales y Locales

Las APP son estructuras contractuales complejas, de larga duración, con costes de transacción y financiamiento mayores que en los procedimientos convencionales y, que requieren de una adecuada capacitación por parte de la administración pública que decida utilizar este tipo de herramienta. Esta necesidad de capacitación puede ser aún más recurrente en administraciones de ámbito regional o local, donde a veces, las dotaciones de recursos presentan un diseño insuficiente para gestionar este tipo de contratos y no cuentan con garantías suficientes para hacer «bancables» los proyectos. Con el propósito de mejorar las capacidades técnicas de los gobiernos regionales y locales, que generalmente cuentan con menos recursos que los gobiernos nacionales, CAF elaboró esta guía técnica con el objetivo de proponer algunos conceptos básicos para una mejor comprensión sobre qué es y qué no es una APP, cómo evaluar el uso del modelo APP respecto a otras fórmulas posibles y cómo enfrentar el proceso de estructuración de un contrato tipo. Este análisis se realizó desde la visión de proyectos urbanos, normalmente con un alto componente social, donde no siempre es viable la rentabilidad económica sin aportes públicos.

Gaps and investment portfolio in water and climate resilience

BRECHAS Y CARTERA DE INVERSIONES EN AGUA Y RESILIENCIA CLIMÁTICA EN LA REGIÓN DE AMÉRICA LATINA Y EL CARIBE HACIA EL 2030 Y 2040

Se sabe que en la región de América Latina y El Caribe: • Alrededor del 25% de la población no tiene agua segura, esto es, con calidad y continuidad. • Cerca al 65% de la población carece de acceso seguro al saneamiento. • El 60% de las aguas residuales que se descarga no se trata, contaminando los cuerpos de agua y el ambiente. • Existe un potencial de ampliación de áreas irrigadas de más de 70 millones de hectáreas. • Entre 2,45 a 3,5 mm por año es el incremento del nivel de mar desde 1993. Estos desafíos conllevan que el Banco de Desarrollo de América Latina y el Caribe, CAF, continue y refuerce su misión de promover intervenciones que promuevan a la seguridad hídrica y el desarrollo sostenible, en aras del bienestar de la población. Para ello, desde el 2021 se ha estado elaborando un estudio que cuantifica la inversión requerida para alcanzar las metas del ODS 6 y sus conexos (ODS 2, 3, 11, 12, 13, 14 y 15), a partir de los planes de inversión formulados por los propios países miembros. El cálculo de esta inversión permite identificar la brecha, comparando las inversiones pasadas con las inversiones proyectadas al futuro, considerando un ritmo de aceleración necesario para alcanzar las metas. El estudio concluye que la región requiere un estimado de inversión de USD 365 miles de millones (inversiones de capital expenditure, CAPEX), distribuidas en cuatro áreas temáticas (agua y saneamiento, drenaje pluvial y control de inundaciones, riego y agricultura resiliente y gestión de zonas costeras) por un periodo desde el 2021 al 2030. El estudio también identifica una lista de proyectos potenciales a ser desarrollados en un futuro por un monto de USD 33 miles de millones, permitiendo a CAF hacer un seguimiento del estado de estos, y en su caso, apoyar el proceso de preparación, a través de la formulación de cooperaciones técnicas de pre-inversión para agilizar la implementación.

Habitat and sustainable mobility strategies

Caminos rurales, una puerta al desarrollo y la conectividad territorial - América Latina

Actualmente se percibe un escenario de crisis global, calificable quizá como la más compleja que ha debido enfrentar la especie humana, por las consecuencias recientes de la pandemia del COVID-19, el cambio climático, el deterioro del planeta, los conflictos bélicos y las condiciones de pobreza y de hambre en las que vive gran parte de la población mundial. Esta situación obliga a tratar de entender y repensar cómo enfrentar las problemáticas global y local, que se repiten territorialmente de manera fractal, a generar nuevas ideas y a diseñar y poner en práctica estrategias que estimulen efectos sinérgicos. Las redes de caminos, por su ubicación espacial y geográfica, pueden servir de ejes dinámicos para contribuir en la búsqueda de soluciones integrales que ayuden a lograr esos propósitos y procuren el bien común. Lo rural empieza a ser foco de atención y de cierta preocupación ante la mirada racional y emocional de quienes reconocen la importancia del territorio. Este contiene la mayoría de los recursos naturales y de los ecosistemas que se deben preservar y conservar para una supervivencia armónica con los demás seres vivos. En este contexto, la Agenda por el Cambio Climático y la Agenda 2030 para el Desarrollo Sostenible, bajo el lema “Transformar nuestro mundo”, con sus 17 objetivos, orientan ahora la ruta a seguir en pro del planeta y de la humanidad.

Public policies and productive transformation

Determinantes del bienestar financiero: evidencia para América Latina

El presente documento ofrece una primera medición del bienestar financiero en América Latina y estudia los factores asociados con este indicador. Los puntajes más altos se encontraron en Chile (66 puntos en una escala de 0 a 100) y Colombia (63), seguidos por Bolivia (59), Perú (58), Ecuador (57), Paraguay (56) y Argentina (55). Los resultados muestran que, primero, el índice de bienestar financiero provee información no ofrecida por las medidas financieras tradicionales. Segundo, las diferencias en bienestar financiero son mayores en los tenedores de productos de ahorro formal que en los propietarios de tarjetas de crédito. Tercero, una mejor educación financiera está asociada con mejores índices de bienestar financiero. Cuarto, algunas variables relacionadas con comportamientos financieros tienen una relación importante con el bienestar financiero, tales como la experiencia previa con el sector financiero, la comparación de productos entre diferentes instituciones financieras y la participación personal en las decisiones financieras del hogar. Los hallazgos sugieren oportunidades para mejorar el bienestar financiero mediante programas de inclusión y educación financiera.

Encuesta de medición de capacidades financieras de Colombia 2019

Con el objetivo de contribuir a las discusiones sobre educación e inclusión financiera y protección al consumidor, así como a las políticas públicas desarrolladas en estos campos con información relevante para la toma de decisiones, CAF y la Superintendencia Financiera de Colombia (SFC) desarrollaron este informe, que recopila los principales resultados de la Encuesta de Medición de Capacidades Financieras (ECF) aplicada en Colombia durante 2019, así como los indicadores de educación financiera y bienestar financiero calculados a partir de ella.

La pandemia del coronavirus COVID-19 y sus consecuencias sociales y económicas han hecho más patente que nunca la necesidad de la digitalización de nuestras economías y de nuestras instituciones públicas. Mauricio is an ICT expert and currently leads CAF's broadband strategy. He has over 15 years of experience in the technology, media and telecommunications industry, where he has held management positions and provided strategic and regulatory consulting services to private companies and national governments. He has extensive international experience in investment strategy design, infrastructure project structuring, market reforms, and equity and debt transactions, particularly in Latin America. He was previously an associate consultant at an international strategy consulting firm, advisor to the Presidency of the Republic of Colombia on competitiveness and innovation policy, Director of the Compartel Universal Access Programme, advisor to the Communications Regulation Commission, and consultant to the IDB and USAID. He has a strong academic background in economics and finance and an MBA in Telecommunications from the United Kingdom.
