Roadmaps for the incorporation of technology in education systems

The new scenario imposed by the COVID-19 pandemic generated situations of unprecedented complexity for Latin American education systems, such as the discontinuity of school attendance, asymmetries in terms of access to platforms, devices and virtual resources, disparities in the capacity of teachers and students to deal with virtuality, among others. This highlighted the unavoidable need for countries to promote and deepen the processes of incorporating technologies in this area. Within this framework, and with inadequate school formats to face this situation, governments have taken the most pressing measures in education. They also identified relevant data that show the deep existing gaps as well as the pending challenges in digital and pedagogical matters. With this report, CAF proposes the development of a roadmap for the adoption of technology in education, outlining two major objectives: — Development of a diagnostic tool to identify a country’s level of progress in each of the dimensions that make up the comprehensive approach to the adoption of technology in an education system. — Design of three roadmaps for different levels of progress toward the efficient incorporation of technology in education systems to serve as input for the development and/or revision of a program/policy for the adoption of technology in learning processes

The effect of high dismissal protection on bureaucratic turnover and productivity

This paper studies the impact of high dismissal protection on bureaucratic turnover and productivity in the context of public school teachers in Chile. We take advantage of a law that required education administrators to grant a permanent contract to temporary teachers with a minimum seniority and implement a difference-in-differences strategy comparing eligible and ineligible teachers. We find that high dismissal protection reduces turnover by 25 percent in the first two years. The reduction is only statistically significant among teachers at the bottom and top of the distribution of baseline performance. We then examine the impact on teacher productivity and find a significant decline in the learning of students taught by teachers with low baseline performance. These findings are consistent with the hypothesis that high dismissal protection can be a double-edged sword. It can help to retain high-performing employees, but at the cost of making it more difficult to separate and motivate low-performing employees.

Learning About Opportunity: Spillovers of Elite School Admissions in Peru

This paper studies how the admission of a student to an elite school changes the schooling outcomes of younger cohorts in the student’s origin school in Peru. Using a sharp regression discontinuity design, the analysis finds that the admission of an older schoolmate increases the probability that students in origin schools will apply and gain admission to the same elite school system. The effect is concentrated among students whose parents have low education levels, which indicates a process of information diffusion. Furthermore, there is a slightly positive effect on the learning achievement of potential applicants and no negative effect on the learning of students who are ineligible to apply. Overall, the findings show that selective schools can have effects that go beyond their own students and indicate that role models can be an effective mechanism for increasing the demand from high-achieving, low-income students for high-quality education.

Skills are the mainstay of human capital. They are the capabilities that a person has to effectively solve different problems. Skills include not only knowledge or abstract reasoning, but also aspects of personality, beliefs and even physical skills. This report shows that having more skills involves working better and being more productive, having better physical and mental health, participating more actively in civic life, completing more years of education, and experiencing greater satisfaction with life, among other aspects of personal well-being. The report also notes that, unlike human capital measured by years of education, skills for work and life are not only developed in educational institutions. The family, the social and physical environment (e.g. neighborhood or community), and jobs are also areas of crucial importance in the accumulation of skills.
