Latin American Economic Outlook 2025 Promoting and Financing Production Transformation

Since 2007, each edition of the annual Latin American Economic Outlook (LEO) analyses one of the challenges faced by the Latin American and Caribbean (LAC) region in its transition towards sustainable and inclusive development, comparing LAC’s performance with that of its peers, suggesting policy recommendations and providing examples for policy learning. This 18th LEO, Promoting and Financing Production Transformation, analyses the need to reshape the region’s production structure to become greener and more inclusive, while also examining the financing mechanisms necessary to support this shift. It provides policy recommendations for governments to realign production systems with global standards and demands while generating quality employment, developing local capabilities and promoting key strategic sectors. Finally, the report underscores the need for stronger international partnerships to accelerate the mobilisation of international resources into strategic sectors and foster capacity building, supporting the region’s shift towards resilient, knowledge-intensive production systems that underpin inclusive and sustainable development.

Desde 2007, cada edición del informe anual Perspectivas económicas de América Latina (LEO) analiza uno de los retos a los que se enfrenta la región de América Latina y el Caribe (ALC) en su transición hacia un desarrollo sostenible e inclusivo, comparando el desempeño de la ALC con el de sus pares, sugiriendo recomendaciones de políticas y proporcionando ejemplos para el aprendizaje en materia de políticas. Esta 18.ª edición de LEO, titulada «Promover y financiar la transformación productiva», analiza la necesidad de remodelar la estructura productiva de la región para que sea más ecológica e inclusiva, al tiempo que examina los mecanismos de financiación necesarios para apoyar este cambio. Ofrece recomendaciones de políticas para que los gobiernos reajusten los sistemas de producción a las normas y demandas mundiales, al tiempo que generan empleo de calidad, desarrollan las capacidades locales y promueven sectores estratégicos clave. Por último, el informe subraya la necesidad de fortalecer las alianzas internacionales para acelerar la movilización de recursos internacionales hacia sectores estratégicos y fomentar el desarrollo de capacidades, apoyando la transición de la región hacia sistemas de producción resilientes e intensivos en conocimiento que sustenten un desarrollo inclusivo y sostenible.

Latin American Economic Outlook 2024

In order to fund their ambitious sustainable development agendas, Latin American and Caribbean countries need to expand their financing sources. This 17th edition of the Latin American Economic Outlook proposes a series of policy options to mobilise the necessary resources, based on co-ordinated actions between policy makers, the private sector and their international partners. It argues that public resources should be invested more efficiently, tax better collected and debt better managed. Even with those improvements, private resources will be equally crucial, as public revenues will not be enough to fund the deep transformations the region needs. The depth, access, inclusiveness and efficiency of financial systems must improve further, especially for the benefit of citizens and smaller firms. Businesses need stronger capital markets to finance their long-term investment projects. The report’s recommendations include the use of innovative financial instruments; renewing the role of development finance institutions; reinvigorated international partnerships to mobilise external resources; and the adoption of a shared regional agenda to address the challenging international financing context.

Esta 17ª edición de Perspectivas económicas de América Latina propone una serie de opciones de políticas públicas para movilizar los recursos necesarios, basadas en acciones coordinadas entre el sector público, el sector privado y sus socios internacionales. Sostiene que los recursos públicos deben recaudarse e invertirse mejor y de manera más eficiente. Incluso con estas mejoras, los recursos privados serán igualmente cruciales, ya que los ingresos públicos no bastarán para financiar las profundas transformaciones que necesita la región. La profundidad, el acceso, la inclusividad y la eficiencia de los sistemas financieros deben seguir mejorando, especialmente en beneficio de los ciudadanos y las empresas más pequeñas. Las empresas necesitan mercados de capitales más fuertes para financiar sus proyectos de inversión a largo plazo. Las recomendaciones del informe incluyen el uso de instrumentos financieros innovadores; la renovación del papel de las instituciones de financiación del desarrollo; la revitalización de las asociaciones internacionales para movilizar recursos externos; y la adopción de una agenda regional compartida para abordar el difícil contexto de la financiación internacional.

Latin American Economic Outlook 2023. Investing in a suitable development

The Latin American Economic Outlook (LEO) analyses critical aspects related to sustainable and inclusive development in Latin America and the Caribbean (LAC). Since the first LEO launch in November 2007, the annual report has compared LAC’s performance with that of other regions, analysed main development challenges and put forward policy recommendations, experiences and good practices. The LEO benefits from the expertise and inputs of co‑authors. Since 2011, the LEO has been published in partnership with the United Nations Economic Commission for Latin America and the Caribbean. In 2013, the Development Bank of Latin America and the Caribbean joined the team of authors and in 2018, the European Commission joined as a main partner of the LEO. This 16th LEO, Investing in Sustainable Development, underscores the urgent need for more and better investment strategies to promote a more sustainable and inclusive future in the region. The report provides policy recommendations to mobilise and attract investments that help advance a better production model, create quality jobs and improve citizens’ well‑being. LEO 2023 analyses investment and socioeconomic trends, presents concrete innovative financing mechanisms and highlights the key role of governance and institutions in promoting further investment while responding to Latin Americans’ demands. Finally, the report underscores the necessity for strengthened international partnerships to propel better investment and enhance regional integration.

Desde su primera edición en noviembre de 2007, este informe anual compara el desempeño de ALC con el de otras regiones, analiza los principales retos en materia de desarrollo y plantea recomendaciones, experiencias y buenas prácticas para la elaboración de políticas públicas. Esta decimocuarta edición de las Perspectivas económicas de América Latina: Avanzando juntos hacia una mejor recuperación analiza y ofrece recomendaciones de política para una recuperación fuerte, inclusiva y sostenible en la región. El informe explora las políticas necesarias para mejorar los mecanismos de protección social y promover la inclusión fomentando la integración regional, fortaleciendo las estrategias industriales, y repensando el contrato social para restaurar la confianza y empoderar a los ciudadanos en todas las etapas del proceso de elaboración de políticas públicas. Además, resalta la necesidad de promover marcos macroeconómicos sostenibles y adaptables para financiar la recuperación, y la importancia de renovar la cooperación internacional para apoyar estos esfuerzos. Latin American Economic Outlook 2022. Towards a Green and Just Transition

Latin American and Caribbean (LAC) countries are at a critical juncture. Just as the region was looking forward to a rebound in growth and a more sustainable development path after the pandemic, the current inflationary pressures and stark geopolitical tensions are throwing spanners in the regional recovery works. In parallel, LAC faces the challenge of implementing ambitious adaptation and mitigation strategies to address the climate emergency, while at the same time accelerating the pace of social, economic and institutional progress, all within narrowing fiscal space.

This 15th edition of the Latin American Economic Outlook (LEO 2022) argues that the green and just transition agenda is a unique opportunity for Latin America and the Caribbean to improve well-being for all, tackle inequalities, tap into new sources of employment and financing, and chart more sustainable and inclusive development pathways.

Latin American Economic Outlook 2021: Working Together for a Better Recovey

The Latin American Economic Outlook 2021 (LEO) sets out the key foundations for a strong, sustainable and inclusive recovery from the coronavirus (COVID‑19) pandemic in Latin America and the Caribbean (LAC) and provides tailored policy messages to help stakeholders take action and build forward better. The pandemic hit LAC at a time when the region already faced the deep development traps identified in the Latin American Economic Outlook 2019. It exacerbated existing socio‑economic challenges inherent to the four traps: i) low productivity; ii) inequalities and social vulnerability; iii) institutional weaknesses; and iv) the threat to environmental sustainability. The post COVID‑19 context should be seized as a unique opportunity to adopt a multi‑dimensional strategy for development and to redefine national policies by building consensus among citizens and implementing the pending reforms needed to drive the recovery. Moreover, stronger regional integration and international co‑operation that involves LAC countries on an equal footing, regardless of their development level, should play an important role in the region’s recovery.

Latin American Economic Outlook 2016. Towards a New Partnership with China

The Latin American Economic Outlook 2016 is devoted to the evolving relationship between Latin America and China, as well as its prospects in the long term. China's transformation involves a gradual shift in its development strategy, including the rebalancing process from investment to consumption, the demographic transition, the structural transformation towards high value-added goods and services, and a "going-out" policy to approach other regions. This report lays the ground for discussing future trends in the relationship between China and Latin America, given these changing patterns. Based on the analysis of potential transmission channels of China’s new model to the region, which include issues on trade, finance and skills, the outlook aims to identify strategies and policy responses for Latin America to overcome development challenges. Latin America and China can complement each other further and build a mutually beneficial partnership for development.
